This particular structure is a section of sea wall (the 1860s sandstone construction?) beneath the Sydney Harbour Bridge, near the HMAS Sydney memorial.
The pipe may be the beginning of the electric cable connecting Kirribilli to Bennelong Point, laid here in 1930 (during the bridge's construction).
