Walter Liberty Vernon (1846–1914). An English architect who migrated to Sydney, Australia and ultimately became Government Architect. Many of his buildings survive, and are heritage listed.

The Chief Secretary’s Building (originally the Colonial Secretary's Building) on the corner of Macquarie, Bridge & Phillip Sts. Designed by colonial architect James Barnet, and constructed 1873-1880.
The fifth floor and dome were added in the 1890s by Barnet’s successor, Walter Liberty Vernon.
